紀錄location herf在IIS發行後無法使用問題

原本的寫法在VS裡是可以執行的，但發佈到IIS上時會因為找不到路徑從而跳出404 not found

改寫成Url.Action後就可以順利在IIS執行後端/images/emoticon/emoticon01.gif
