Thank you for the answer, the direction is correct, now it shown some Chinese charactors. But seems the problem is not only the conversion to utf-8, the import is still not completed...

Excel-->Save as CSV-->NOTEPAD++-->Open CSV-->Save as UTF-8 No BOM
-->Import the CSV to Vtiger CRM
