但結果卻發生錯誤(我啟動VS 上的IIS，他自動呈現index.html 或 針對index.html右鍵 瀏覽)

請問這該如何除錯?

不好意思，找到問題了，手動作業，Global 沒有將
GlobalConfiguration.Configure(WebApiConfig.Register); 加進去
