C# 檔案路徑轉URL

想請問一個問題
有沒有辦法將檔案路徑

string filepath = "https://localhost:44381/Upload/abc/Index.html?aaa=1";

轉成自定義的URL
=> https://domainname/aaa + yyyymmddhhmmss
然後使用者可以在Google上輸入定義後的網址就可以開啟該檔案?

你那根本就不是檔案路徑啊,
如果是文字串接隨便你怎麼接吧...
