在先前，我透過競品名稱與優先權關鍵字完成了基礎分流機制。但在真實企業情境中，智權主管或研發長很快會提出質疑：「只要對手申請了一件次級專利，就會被歸為 High Priority；但非競品若申請了一件跟我們核心技術高度重合、又帶有海外優先權的專利，卻被當成一般案件備查。這樣一刀切的二分法，容易產生情報盲點！」商業情報不能只有「非黑即白」。
因此導入「多維度加權評分演算法」，讓機器人自動對每件專利進行量化打分，並劃分出 Tier 1、Tier 2、Tier 3 風險等級！

• 一、 多維度加權評分模型架構
  我們將評估指標拆解為三大維度，並於外部設定檔中賦予不同權重：
  1.競爭對手維度（Competitor Factor，權重 3 分）：申請人命中 VIP 競品名單（如：台積電、聯發科、美商康寧、Apple 等） ➔ +3 分。
  2.核心技術重合度（Technology Overlap，權重 2 分）：專利摘要命中核心關鍵字（如：半導體、散熱、晶圓、封裝、演算法、AI、光電） ➔ +2 分。
  3.跨國戰略廣度（Global Route，權重 1 分）：具備海外優先權或 PCT 專利合作條約申請 ➔ +1 分。

分數與風險階層判定：
🔴Tier 1（特級警戒 / 高風險，>=4 分）：同時命中「競品」且「涉及核心技術」，或跨國高度威脅案件。
🟠Tier 2（重點關注 / 中風險，2 ~ 3 分）：技術高度相關的一般廠商，或競品但非核心領域案件。
🔵Tier 3（例行存檔 / 低風險，<= 2 分）：非核心周邊專利，僅做資料庫日常留存備查。

• 二、 外部化組態配置（config_rules.json）為了維持未來維護的彈性，所有關鍵詞與分數門檻全部抽離至外部 JSON 檔管理：
