開放資料(Open data)，顧名思義就是開放的資料。

維基百科：
開放資料指的是一種經過挑選與許可的資料，這些資料不受著作權、專利權，以及其他管理機制所限制，可以開放給社會公眾，任何人都可以自由出版使用，不論是要拿來出版或是做其他的運用都不加以限制。

英國政府2012年開放資料白皮書[延伸閱讀3]：

1. 資料可被任何人近用
2. 機器可讀的資料格式
3. 沒有任何使用或散布的限制
   Accessible (ideally via the internet) at no more than the cost of reproduction, without limitations based on user identity or intent; in a digital, machine readable format for interoperation with other data; and free of restriction on use or redistribution in its licensing conditions.

這也表示開放資料的來源可以來自政府、學術界、產業界、民間單位，甚至到達個人。以台灣來說，政府開放資料可以從相關負責單位官網、政府開放資料平台、社經資料庫等方式取得。學術開放資料可參考開放科學獎。產業界，如英雄聯盟(League of Legends, LOL)可從官網透過API下載或使用資料。台灣政府開放資料平台今年11月起也提供民間或個人開放資料上傳服務，民間自建或蒐集之資料集也可以於此查詢。

開放資料的內容包含天氣、交通、犯罪、食品化妝品、醫藥衛生、經濟、農業、遊戲，不勝枚舉。該如何使用這些資料了解現況，解決問題，發揮開放資料的價值，則是進一步思考的方向。
